 And when Saul saw the host of the Philistines, he was afraid, and his heart greatly trembled. So Saul enquired of the LORD, and the LORD did not answered him, neither by dreams, nor by Urim, nor by prophets.

Then said Saul to his servants, Seek me a woman that has a familiar spirit, that I may go to her, and enquire of her. And his servants said to him, Behold, there is a woman that hath a familiar spirit at Endor.

Familiar spirit- The practice of communicating with the spirits of the dead in order to predict the future, also known as necromancy,black magic, sorcery, divination.

And Saul disguised himself, and put on other raiment, and he went, and two men with him, and they came to the woman by night: and he said, I pray you, divine to me by the familiar spirit, and bring me him up, whom I shall name to you.
1Sa 28:9 And the woman said to him, Behold, you know what Saul had done, how he had cut off those that have familiar spirits, and the wizards, out of the land: wherefore then lay you a snare for my life, to cause me to die?
 And Saul sware to her by the LORD, saying, As the LORD live, there shall no punishment happen to you for this thing .....Wait a minute, What did Saul say to her?????

Then said the woman, Whom shall I bring up to you? And he said, Bring me up Samuel.  Who was this woman bringing up? Someone Saul knew, some one he was familiar with.   And when the woman saw Samuel, she cried with a loud voice: and the woman spake to Saul, saying, Why have you deceived me? for you are Saul.

 And the king said to her, Be not afraid: for what saw you? And the woman said to Saul, I saw gods ascending out of the earth.

 And he said to her, What form is he of? And she said, An old man come up; and he is covered with a mantle. And Saul perceived that it was Samuel, and he stooped with his face to the ground, and bowed himself. 

And Samuel said to Saul, Why have you disquieted me, to bring me up? And Saul answered, I am sore distressed; for the Philistines make war against me, and God is departed from me, and answers me no more, neither by prophets, nor by dreams: therefore I have called you, that you may make known to me what I shall do

 Then said Samuel, Wherefore then do you ask of me, seeing the LORD is departed from you, and is become your enemy?

 And the LORD has done to him, as he spoke by me: for the LORD has rent the kingdom out of your hand, and given it to your neighbor, even to David:   Because you obeyed not the voice of the LORD, nor executed his fierce wrath upon Amalek, therefore has the LORD done this thing to you this day.
Samuel had told Saul once before that the LORD was going to rent the kingdom out of his hand and give it to his neighbor....did he really need to call him up to hear that again? Samuel did not tell him anything different- she told him something he already knew- God was not going to change his mind.   That was the price for his disobedience.

 Moreover the LORD will also deliver Israel with you into the hand of the Philistines: and to morrow shall you and your sons be with me: the LORD also shall deliver the host of Israel into the hand of the Philistines.  Then Saul fell straightway all along on the earth, and was sore afraid, because of the words of Samuel: and there was no strength in him; for he had eaten no bread all the day, nor all the night. (1 Samuel 28)
